Now in its 8th year, GREENFLEET Magazine compiles a list of the most influential people working fleet across all sectors and this year includes National Highways, ambulance and police in recognition of the growing volume of electric vehicles in blue light fleets.
Martin Edgecox is the National Fleet Manager for National Highways and is at number 23 in the list. He is delivering National Highways’ ambitious net zero plan, including for its 1,300-vehicle fleet. Martin was appointed to the board of the Association of Fleet Professionals in 2022.

At number 37 in the most influential list is London Ambulance Service’s Chris Rutherford. Chris is Next Generation Ambulance Programme Lead and earlier this year saw the first electric ambulance take to the streets of the capital. London Ambulance Service won GREENFLEET’s Public Sector Fleet of the year award in 2023 in recognition of its efforts to decarbonise its entire fleet.
Billy Andrew is Electric Vehicle Programme Manager for Police Scotland with over 40 years’ experience in the fleet and transport industry. He is at number 57 in the most influential list and thanks to his guidance and drive, Police Scotland won the 2023 GREENFLEET Public Sector Fleet of the Year award. Initiatives he has overseen include the on-boarding of a number of Ultra-Low Emission Vehicles – including 180 Hyundai Kona Electric models – as well as the installation of over 400 EV chargepoints.
Finally, at number 97 in the top 100 is Steve Imm. Steve is Head of Transport Services for Gloucestershire Constabulary. Achieving great success in moving Gloucestershire Constabulary’s fleet into the 21st century by adopting alternatively-fuelled and electric vehicles, Steve is a former Chair of the National Association of Police Fleet Managers environment board.
