New plans reveal Police Scotland’s aims to ‘strengthen the frontline’

Police Scotland has published its 2030 vision, a strategy for policing which is focused on “safer communities, less crime, supported victims, and a thriving workforce” and underlined by a pledge by Chief Constable Jo Farrell that every community in Scotland will have identifiable local officers.

This publication marks almost 12 months since CC Farrell joined Police Scotland having previously led Durham Constabulary. It is accompanied by a three year business plan with over 130 milestones for the force to achieve by March 2027.

Acknowledging reductions in budgets, CC Farrell said that “to strengthen the frontline, reconnect with communities, and respond to emerging threats when the outlook for public finances is challenging, we must progress the next phase of police reform.”

The reform includes a new community policing focus which the force says aims to increase the capacity and capability of local policing teams, emphasise prevention and local problem-solving approaches “with a clear ambition to increase confidence levels within communities and with partners.”

Having led the digital programme for the National Police Chiefs’ Council, CC Farrell has presented a new plan with a considerable focus on technology, including the creation of a new cyber and fraud division to tackle the growing demand of online crime. The plans also look to improve efficiency in back offices through greater use of AI and technology to automate paperwork. The force recently awarded a contract for a national roll out of body worn video to frontline officers.

“Our vision and values set the guiding principles and ambitions for policing and our business plan details the steps we are taking to deliver for our communities and our workforce, relentlessly prioritising frontline services.

“This is a positive and ambitious vision and plan for policing and, while we outline milestones taking us to 2027, our approach will remain flexible and subject to funding.”

Police Scotland’s 2030 vision, three-year business plan and an update on estates are due to be discussed at a public meeting of the Scottish Police Authority Board in Edinburgh on Thursday, 26 September.
