Former PCC appointed as new Chair of ambulance service

Julia Mulligan has been appointed Chair of the Board of Directors at North West Ambulance Service (NWAS).

A former Police and Crime Commissioner (PCC) for North Yorkshire, Julia currently holds the roles of Chair and Senior Independent Director with a number of boards and authorities. She will take over from current Chair Peter White — who has been in the position since 2014 — from 1 July 2025.

“I’m delighted to be joining the North West Ambulance Service and am looking forward to working with the team. In addition, I am keen to get out and about to listen to NHS partners, staff, the public and patients about what they value and need from their ambulance service. I would also like to thank Peter for his tremendous commitment and leadership – following in his footsteps will be a challenge, but one I am excited to take on.”

NWAS said it is looking forward to Julia joining the trust and to working with her over the coming months and years, adding that she is a highly qualified and experienced board executive who shares the trust’s values and understands the importance of collaborative working and partnerships within the North West healthcare system.

Julia Mulligan was the first Police and Crime Commissioner for North Yorkshire, elected in November 2012. In November 2018 she became the North Yorkshire Police, Fire & Crime Commissioner, taking over the governance of North Yorkshire Fire and Rescue Service. She was replacedby Philip Allott in May 2021, at which time she took a job at the Independent Office for Police Conduct.
