Outstanding policing recognised in President’s Awards

Superintendents from across England and Wales have been recognised for their exceptional leadership, innovation and commitment to policing at this year’s Police Superintendents’ Association (PSA) President’s Awards.

The awards, sponsored by Police Mutual, were presented at the PSA’s annual conference in Stratford-upon-Avon. Judged by the association’s national team, they celebrate excellence across leadership, policing delivery, diversity and long service, highlighting the contribution senior officers make to their forces, colleagues and the public.

This year’s Leadership Awards went to Detective Chief Superintendent Samantha Price of Kent Police and Chief Superintendent Emma Burroughs of Thames Valley Police. Price was praised for her transformative leadership, including the national rollout of Rapid Video Response for domestic abuse cases and modernising digital case management. Burroughs was recognised for guiding Thames Valley Police through force-wide transformation while championing staff welfare and development.

The Excellence in Policing Award was presented to Detective Chief Superintendent Jon Chadwick of Greater Manchester Police. He was commended for his pioneering work in Disaster Victim Identification, including his leadership following the Manchester Arena attack in 2017, as well as his role in complex homicide investigations.

Superintendent Tim Tubbs of Essex Police received the Valuing Difference Award for his national work on equality and inclusion, including standardising recruitment processes and establishing a UK-wide race and inclusion forum.

The Lifetime Achievement Award went to Chief Superintendent Jonathan Davies of Merseyside Police. His distinguished career has included commanding major public order events such as the 2023 Eurovision Song Contest, leading the investigation into the murder of three children in Southport, and tackling organised crime as Head of Matrix.

The Special Recognition Award was awarded to Sue Willcox of West Mercia Police, who has supported the PSA’s business areas for 17 years, ensuring continuity in national policing discussions and maintaining operations during the pandemic.

PSA President Superintendent Nick Smart, who presented the awards, said:
“Our awards are without doubt, the highlight of our annual conference. To be able to shine a light on the incredible work and achievements of our members is a real honour. Their work is often unnoticed, but their impact on policing and communities is immense.”

Kerry McMahon-White, Managing Director of Police Mutual, added: “We are delighted to sponsor the President’s Awards, recognising outstanding achievements in policing. All at Police Mutual congratulate the winners for going above and beyond.”
