Ahead of The Emergency Services Show, we caught up with YPO, this year’s registration sponsor and sponsor of the Networking Drinks Reception and Networking Café, to learn how their dedicated emergency services team is helping buyers save time, cut complexity and get the best value. With over 100 fully compliant frameworks, YPO supports everything from PPE and uniforms to incident management systems and response equipment.

For those unfamiliar with YPO, can you give us a quick overview of who you are and what you offer to emergency services?

YPO is a UK-based public sector buying organisation that provides a wide range of procurement solutions. As the only public sector buying organisation with a dedicated emergency services procurement team, we can support you with everything from offering tailored solutions at great value, to helping you through the procurement process. We have a wide range of fully compliant frameworks across PPE and clothing, emergency response equipment, critical incident management systems and much more.

YPO is known for its wide ranging support across the public sector. How do you tailor your work specifically for blue light organisations?

The team works closely with suppliers and customers to ensure that procurement solutions are shaped with their input, which ensures they are easy to use and attractive.

Procurement can be complex and time consuming, how does YPO help simplify the process for frontline teams?

YPO offers over 100 fully compliant procurement frameworks that provide pre-approved suppliers, saving frontline teams from lengthy tendering processes. These frameworks cover a wide range of sectors including health, education, transport, and housing.

Frontline teams can make direct purchases from listed suppliers without needing to go through a full tender process. This is especially useful when time is critical, allowing procurement to be completed in days rather than weeks.

What kinds of products or services are emergency service buyers most commonly sourcing through YPO?

Emergency service buyers commonly source a wide range of products and services through YPO. Two of our most popular frameworks are PPE Workwear, Uniform and Managed Services (1204), covering a wide range of clothing and accessories. This framework allows for award without competition which helps to save time, whilst still being compliant.

The Critical Incident Management and Public Safety Software and Systems DPS (1218) is another popular option for our customers. With the emergence of new technologies in an ever-changing landscape, the flexibility of this agreement, combined with industry-leading suppliers, makes this attractive to a lot of buyers.

Collaboration is a big theme across the sector. How does YPO work with both suppliers and service teams to ensure the best outcomes?

We have a dedicated emergency services team who work with a network of trusted, pre-approved suppliers. This ensures that products and services meet high standards of quality, compliance, and value.

Frameworks are designed in consultation with service teams to reflect real-world operational requirements. This helps ensure that solutions are practical, relevant, and cost-effective and most importantly, meet the needs of the customer.

We also maintain active communication with both suppliers and service teams, helping to resolve issues quickly, adapt to changing needs, and continuously improve procurement outcomes.

Watch this space as we regularly publish case studies and success stories, showcasing how collaboration has led to improved service delivery and innovation across fire, police, and rescue services.

How do you make sure that the products and services available through your frameworks meet the quality and compliance needs of emergency responders?

YPO frameworks are designed to provide fully compliant routes to market, ensuring that all procurement adheres to public sector regulations and standards.

Suppliers included in YPO frameworks undergo rigorous checks to ensure they meet quality, safety, and performance standards relevant to emergency services.

Each framework is tailored to specific operational needs, such as firefighter PPE, rescue tools, and emergency response equipment, ensuring that products are fit for purpose and meet sector-specific compliance requirements.

YPO’s dedicated emergency services procurement team works closely with both suppliers and service teams to monitor quality and ensure continuous improvement.

Detailed user guides and framework documents are provided to help organisations understand product specifications, compliance criteria, and procurement procedures.

What are some of the most innovative or impactful projects you’ve supported alongside emergency service teams?

We have recently introduced procurement solutions enabling award without competition which allows a more simplified approach to purchasing.

With budgets under pressure, value is more important than ever. What advice would you give emergency service buyers trying to do more with less?

We would recommend that you plan ahead by reviewing your procurement pipeline, which helps identify cost-saving opportunities and avoids last-minute spending. Our dedicated emergency services team provides fast, friendly advice to help buyers navigate complex decisions and find cost-effective solutions.

Additionally, YPO’s ready-to-use frameworks save time and money by offering pre-approved suppliers and streamlined procurement routes, reducing the need for lengthy tendering processes. By working with other emergency services and suppliers, YPO can help buyers to benefit from economies of scale and shared best practices. Our procurement experts can also help run mini competitions tailored to your specific needs, ensuring you get the best value without compromising on quality.

How do you work with suppliers to ensure the right mix of innovation, availability and value across your frameworks?

YPO engages with suppliers and stakeholders during the design of frameworks to ensure they reflect real-world needs and emerging technologies. This helps bring innovative solutions to the forefront while maintaining operational relevance.

Our specialist team works directly with suppliers and service teams to understand challenges and opportunities, ensuring frameworks are responsive and adaptable. Suppliers are carefully selected and regularly reviewed to ensure they meet high standards for quality, compliance, and reliability. This helps maintain consistent availability and service levels.

We also support mini competitions that allow buyers to tailor procurement to their specific needs, encouraging suppliers to offer competitive pricing and innovative solutions.
