Moving to digital: why emergency services must act now

The planned retirement of the UK’s Public Switched Telephone Network (PSTN), which currently supports all analogue phone lines, marks a pivotal moment for emergency services to switch to digital: it presents a transformative opportunity to modernise and radically improve how these services operate.

The UK’s emergency services are among the most respected in the world. They consistently respond to growing demand, environmental challenges, and increased regulatory oversight. Yet behind this frontline excellence lies a growing strain: from shrinking budgets to a communications network facing increasing pressure to adapt to the demands of a modern, fast-moving emergency response landscape.

In the fire and security sector alone, high profile incidents like the Heathrow substation fire have revealed critical pressure points in national infrastructure, underscoring the need for strong infrastructure, designed to protect against such incidents. At the same time, fire chiefs also report that budgets have dropped by an estimated £1bn over the last decade, despite a 20% surge in callouts.

These pressures demand more than operational agility. They require infrastructure that is resilient, future-ready, and able to support critical systems without fail. However, many emergency services remain tethered to a legacy analogue network – built for another era, increasingly unreliable, and costly to maintain.

The planned retirement of the UK’s Public Switched Telephone Network (PSTN), which currently supports all analogue phone lines, marks a pivotal moment. With analogue lines becoming fault-prone, spare parts scarce, and expertise fading, the transition to digital is no longer optional, it’s essential. Yet worryingly, many organisations have yet to begin that journey.

What the analogue switch-off means for emergency services

The transition away from analogue marks a significant transformation in the UK’s public safety infrastructure. Many emergency services still depend on analogue lines for critical systems including lift emergency phones, fire alarms, telecare devices, access controls, and remote monitoring. These systems are vital for delivering rapid, coordinated responses, especially in high-risk environments.

However, the ageing analogue network can no longer keep pace with the demands of modern public safety. Ofcom’s 2024 Connected Nations report highlighted a 45% rise in major network failures last year, a trend expected to continue. As faults increase, the consequences will become more severe, particularly for emergency services. As faults become more frequent, so too do the risks. The consequences could include missed emergency alerts, slower response times, and dangerous service gaps for the more than two million vulnerable individuals who still depend on analogue telecare.

At the same time, the shift to digital presents a transformative opportunity to modernise the UK’s emergency services. Not just to replace ageing infrastructure, but to radically improve how these services operate. Full-fibre, IP-based networks provide faster, more resilient communication and unlock a new generation of capabilities that analogue systems simply cannot support.

Digital connectivity enables real-time operational visibility, seamless data exchange, and enhanced coordination during complex incidents. These capabilities are not only strategic advantages, but they are also the building blocks of a modernised approach to how emergency services communicate, respond, and collaborate under pressure.

The benefits are clear for blue light organisations: more responsive alarm systems, greater incident visibility, and the ability to integrate smart technologies across sites and devices. From live video streams to automated alerts from remote locations, digital systems empower teams to act quickly, make better decisions, and build public trust through improved performance.

For our critical providers switching to All-IP is like upgrading from an old railway to a high-speed digital highway. It will help the NHS deliver faster, more personal care. From quicker emergency response times, to easier check-ups at home and clearer video calls with doctors, patients get support when and how they need it. This shift is key to making care more proactive and inclusive.

The time to act is now

Waiting until the network retires completely – with full switch-off scheduled for January 2027 – is simply too late. As the PSTN continues to degrade, the likelihood of failure increases, and with it, the risk to public safety. In 2024 alone, BT transitioned nearly 300,000 legacy business lines, and we’re urging the UK’s critical infrastructure providers, especially emergency services, to begin their own migrations without delay. Starting now gives organisations time to plan thoroughly, minimise risk, and avoid last-minute disruption.

Acting early not only prevents disruption but also improves resilience and unlocks opportunities for innovation. A modernised network lays the right foundations for emergency services to become a future-ready sector, enabling safe, efficient, and connected services for all. It also allows critical functions like emergency response to benefit from game-changing technologies that will support people across the UK for years to come.

But none of this can happen without a clear understanding of the systems at risk. The first priority is to identify every system still connected to analogue lines – a task that can be complex, particularly in older buildings, remote sites, or where documentation is lacking.
