ACE to assist police in redacting sensitive information in media files

Law enforcement frequently needs to share sensitive materials with courts and other parties, all while safeguarding confidential information such as identities and license plates for reasons of data security and operational integrity.

However, the utilisation of auto-redaction technology remains significantly limited within policing and the broader criminal justice system, particularly concerning digital media, audio, and video files – including body-worn camera footage and digital forensic evidence. Recognising this gap, the policing minister has emphasised the importance of developing solutions that can be implemented nationwide.

To address this need, the Home Office has supported the Accelerated Capability Environment (ACE) in conducting a market review of existing multimedia redaction tools. The objective is to leverage cutting-edge technology, including artificial intelligence (AI) and machine learning, to achieve substantial efficiency gains.

This initiative aims to expedite the development and widespread adoption of redaction technology on a national scale, enhancing user efficiency and enabling law enforcement to confidently share information with other entities as required.

In order to establish a foundation of evidence, ACE initially collaborated with a business analyst to assess current redaction tools, software, and techniques used or developed locally by various law enforcement agencies. Following this, suppliers from the Vivace community devised a series of tests to evaluate the shortlisted systems using synthetic data provided by Surrey Police. The subsequent report outlined the recommended systems for further examination.

In the subsequent phase, six candidates were selected to demonstrate their tools to senior stakeholders from the Office of the Policing Chief Scientific Adviser, the Home Office, and law enforcement. These demonstrations showcased the potential of automated redaction, aiming to understand the capabilities of available tools, align them with user requirements, and identify any existing gaps.

The Home Office is using the reports created by ACE to decide the next steps that will deliver the best AI-powered automated redaction tools into policing at the earliest opportunity.

Last week, The Police Digital Service (PDS) announced that it has established a national commercial framework with multiple suppliers, granting access to automated text redaction tools for law enforcement.
