Indoor tracking technology allows firefighters to better navigate high-rise buildings

Ahead of the publication of the second report from the Grenfell Tower Inquiry, we look at advanced fire safety measures in complex structures, especially high-rise buildings or industrial facilities, that can help firefighters to navigate efficiently and safely when responding to incidents.

The tragic 2017 event, which resulted in the loss of 72 lives, has already led to significant improvements in fire safety regulations and practices.

Regulatory improvements post-Grenfell

A key outcome of the Grenfell Tower fire is the recommendation that detailed plans of buildings internal layout are made readily available. This provision is vital in aiding firefighters to navigate complex structures efficiently and safely during emergencies.

These plans must now include comprehensive details about floor layouts, stairwells, fire escape routes, and the locations of critical utilities, helping to mitigate confusion and delay during rescue operations.

Another critical advancement is the evaluation of fire resistance properties of building materials. As the Grenfell fire highlighted the dangers of combustible cladding, new regulations now mandate the use of non-combustible materials for external cladding, significantly reducing the risk of fire spread.

The need for advanced firefighter deployment control

While regulatory improvements have made significant strides in enhancing fire safety, some findings from the Grenfell inquiry remain to be fully implemented. One is the necessity for better control of firefighter deployments. Effective management of firefighter teams is crucial, particularly in large and complex buildings where miscommunication or lack of coordination can lead to disastrous outcomes.

Current efforts include integrating communication capability to breathing apparatus and evaluating indoor positioning systems. These technologies are essential to provide real-time information about the location and status of firefighters within a building, enabling more precise and coordinated rescue operations.

The implementation of robust indoor tracking systems would ensure that incident commanders have a clear and accurate understanding of where each firefighter is, reducing the risk of disorientation and enhancing overall safety.

Drones and the need for indoor situational awareness

Drones have become invaluable in providing real-time external situational awareness during fire emergencies. These aerial devices offer a bird’s-eye view of a building, allowing incident commanders to assess the extent of a fire, identify entry points, and locate some of the individuals in need of rescue. However, there is an increasing need for equivalent capabilities indoors.

Indoor situational awareness is particularly challenging due to the complex and obstructive nature of building interiors. To address this, the implementation of indoor tracking technologies is imperative, leveraging the post-Greenfell availability of indoor maps.

These systems can provide real-time data on the movement and location of firefighters within a building, enhancing decision-making and improving the safety and efficiency of rescue operations.

Indoor tracking for firefighter safety and coordination

The concept of indoor tracking for firefighters is gaining traction, driven by the clear benefits it offers in enhancing safety and operational efficiency. In 2023, the US hosted the First Responder Smart Tracking Challenge, a pivotal event sponsored by the NIST aimed at identifying the best candidate technologies for indoor tracking. This challenge brought together over 30 teams which competed to provide the most accurate and reliable tracking to revolutionise firefighter safety.

The gear tested by firefighters as well as police forces included wearable tracking sensors as well as software platforms displaying positions at the incident command centre. These solutions hold the promise of providing incident commanders with precise and actionable information to enable more effective coordination and response during emergencies.

The Grenfell Tower fire has undeniably served as a catalyst for improvements in fire safety practices in the UK and the journey towards comprehensive firefighter safety continues, on a worldwide basis, with a combination of lessons learned and better technology. The implementation of indoor tracking systems is part of this journey.

The potential of technologies showcased in events like the First Responder Smart Tracking Challenge offers hope for a safer and more efficient approach to fire rescue operations. By embracing these innovations, we can ensure that our firefighters are better equipped to navigate the complexities of high-rise buildings and industrial facilities, ultimately saving lives and minimising the impact of fire-related disasters.
