Met Police is out of special measures

The police inspectorate has moved the Met Police out of special measures after more than two and a half years as it says the force has made sufficient progress in improving its performance and governance.

The monitoring process by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services – known as Engage – is used when a force is not effectively addressing the inspectorate’s concerns. The Met was moved into Engage on 28 June 2022. 

The inspectors said that the improvements include faster call response rates, new processes to assess and investigate crimes as well as changes to professional standards. Responding to the announcement from HMICFRS, the Met confirmed that had it had bolstered its neighbourhood policing model with an additional 500 staff and trained over 8000 officers in the identification of child exploitation.

In March 2023 Baroness Louise Casey completed her independent review into the culture of the Met after the murder of Sarah Everard by a serving Met police officer. The Met said it had trained everyone in the organisation “to help deliver a change in the culture that our people want to see,” adding that it had “rooted out officers who do not meet the Met’s high standards by stepping up our proactive work to identify offenders and possible corruption.”

Responding to the announcement by HMICFRS, Met Commissioner, Sir Mark Rowley said that move out of special measures was a welcome recognition that the Met is on “the right path to deliver more trust, less crime and high standards’ to Londoners.”

“The progress we have made over the last two-and-a-half years would not have been possible without the unwavering passion, sense of duty, courage and hard work of our officers and staff in the face of some incredibly challenging circumstances.

“The whole of the Met has worked to fix our broken foundations and make sure our officers are set up to deliver for London. Their achievement is all the more extraordinary in a budget constrained, shrinking Met which is facing increased demand.”

HMI Lee Freeman said he was pleased with the progress made by the Met, adding that there is still a “significant” amount to do and that it will continue to monitor the force’s progress going forward.
