Cycle paramedic wins national award for pioneering zero-emissions supply project

A London Ambulance Service cycle paramedic has been recognised with a national award for leading an innovative programme to cut carbon emissions and reduce medical waste across the capital.

Paramedic Allan Woodhouse was named winner of the Greener Award at the Chief Allied Health Professions Officer Awards 2025, acknowledging his leadership in the development of Project ZEUS – Zero Emissions Urban Supply.

Project ZEUS has transformed the Service’s logistics model by replacing diesel-powered vans with pedal-assisted e-bikes and trailers, eliminating fossil-fuel use in deliveries, cutting vehicle movements and significantly reducing medical consumable waste. The streamlined approach has also led to fewer individual response bags being required, improving efficiency while reducing environmental impact.

Woodhouse said the award was a proud moment for the team but emphasised that the real achievement lay in the benefits for patients and the wider community, with cleaner air and a more sustainable healthcare system for Londoners.

The project was delivered through close collaboration between logistics, asset management, finance and frontline colleagues, who worked together to redesign the supply chain from the ground up.

The Cycle Response Unit — established 25 years ago — remains an integral part of London Ambulance Service operations. Its paramedics can reach patients rapidly in crowded or pedestrianised areas and also operate at Heathrow Airport. They carry equipment comparable to traditional ambulance crews, including defibrillators, oxygen and monitoring devices.

Tom Lynch MBE, Head of Operational Innovation and Sustainable Response, said: “This award is a brilliant recognition of innovation driven by people on the front line. Allan and the team saw a smarter, greener way to work and made it happen.

“This success shows what’s possible when we combine creativity with our commitment to patient care and sustainability.”

The next phase of Project ZEUS will see operations expanded to a second site at Heathrow, further reducing the organisation’s reliance on fossil fuels. London Ambulance Service continues to invest in greener vehicles and now operates the country’s largest fleet of net-zero emergency vehicles, including the UK’s first fully electric ambulance responding to 999 calls.
