‘Urgent need for change,’ Police Federation Chair outlines transformation plans

Tiff Lynch, Chair of the Police Federation of England and Wales, has set out an update on plans to transform the organisation after a period of ‘turmoil’ which has seen litigation, governance failings and the suspension of its CEO.

An Employment Tribunal in 2023 found the Federation had discriminated against officers who had previously made claims against the Government after being moved onto pension schemes that reduced benefits.

An independent review led by Baroness Bousted examined what went wrong in the period
that led to pensions litigation in 2023 and provided recommendations about how the Federation should be structured and led in the future.

“Some of the most important changes will take time, and some require the cooperation
of government to unlock the legislative reform we need. But the direction is set,” said Lynch, setting out the terms of a transformed Federation.

One area of change will see a reduction in the size of the National Board and the introduction of tenure limits. Independent non-executive directors will also be introduced as members of the Board, although the Federation will remain led by those who carry a Warrant Card. The remuneration of the Board and the CEO will be subject to oversight by a new Remuneration Committee to aid transparency in how much people are paid.

Lynch said of the transformation process: “It will better represent and support police officers: to give them the protection, respect and voice they need to serve the public with confidence. We will continue to be open about our progress, and we will not shy away from the scale of what still needs to be done.”

The culture of the organisation is addressed in the transformation plan, with a focus on a new set of shared values and behaviours for the Federation. It is also introducing an independent service giving members a confidential route to raise concerns about the Federation itself.

The transformation work is ongoing with many actions from the review and tribunal completed but more than half to go; the Federation National Board meets later in April to review the outstanding elements of the transformation plan.
