New ACC appointed for counter terrorism and organised crime in the South East

A new Assistant Chief Constable has been appointed to lead counter terrorism and organised crime work across the South East, bringing more than 27 years of policing experience across cybercrime, serious organised crime and counter terrorism operations.

ACC Andrew Gould has formally taken up the post as South East Regional lead for Counter Terrorism and Organised Crime, having transferred from City of London Police where he most recently led the National Cybercrime Team on behalf of the National Police Chiefs’ Council (NPCC).

Throughout his career, ACC Gould has held a series of senior operational and strategic roles focused on evolving and complex threats, particularly in the digital and cyber space. In his previous role he was responsible for the police response to cyber crime at national, regional and local level, overseeing the work of regional and force cybercrime units and supporting the response to major national cyber incidents.

His work has also included leading the development of policing capability in areas such as the Dark Web and cryptocurrency investigations. He is also recognised as a Global Cybercrime Expert for Interpol, reflecting his experience in tackling international cyber-enabled offending.

Before his time at City of London Police, ACC Gould led the Metropolitan Police Service’s Cyber Crime Unit, further strengthening his operational expertise in digital investigations and specialist capability development.

Earlier in his career, he worked within the Metropolitan Police Counter Terrorism Command, including as a Counter Terrorism Senior Investigating Officer (CT SIO). In that role, he led major investigations and operational responses both in the UK and overseas. This included leading the manhunt following the 2013 murder of Fusilier Lee Rigby, focused on identifying and disrupting wider networks to prevent further attacks.

On his appointment, ACC Gould said: “It is a real privilege to be joining Thames Valley Police and to be leading the South East region for Counter Terrorism and Organised Crime.”

He added: “I am looking forward to working with our highly capable and dedicated specialist teams across the region, who I know are working tirelessly to keep our communities safe.”

ACC Gould also highlighted the importance of cross-regional collaboration, noting he will continue “the already very strong relationships that have been built across the Thames Valley, Hampshire and the Isle of Wight, Surrey, Sussex and Kent, as well as with national partners”, in efforts to “target and stop those who seek to engage in serious and organised crime or terrorism.”
