Boldyn selected to bring Emergency Services Network to London Underground

Boldyn Networks has been chosen to deliver 4G mobile infrastructure for the Emergency Services Network (ESN) across the London Underground.

The project is a key step in modernising emergency service communications in the capital, helping improve response times and giving frontline teams better access to live operational information during incidents.

Working alongside EE, Transport for London (TfL) and the Home Office, Boldyn will install the infrastructure needed to support future ESN services below ground. The network is expected to be used by thousands of first responders, including police, fire and ambulance services, with British Transport Police among the main users.

Coverage will extend across the 137 underground stations on the Tube, Docklands Light Railway and London Overground networks. This will allow emergency personnel to access data, imagery, live video and public safety information in real time, helping agencies coordinate responses more effectively.

More than four million passengers use London’s Tube network each day, with the upgraded communications system expected to strengthen safety and security across the transport network.

ESN will replace the current Airwave system used by emergency services across Great Britain. It is designed to deliver secure voice, video and data services over EE’s 4G network, giving responders quicker access to information on the frontline.

Installing the new system across the Underground presents significant engineering challenges due to the age and complexity of the network.

Boldyn was awarded a 20-year concession by TfL in 2021 to expand mobile coverage across the Underground, bringing connectivity to stations and tunnelled sections of the Tube.

The wider programme to deliver passenger mobile coverage across the Tube remains on track for completion by the end of 2026. Boldyn and TfL are also continuing work to expand London’s fibre network and install small-cell technology on street furniture.

The ESN programme is classed as critical national infrastructure and is intended to provide secure, reliable communications for the UK’s emergency services wherever they are needed.
