With Sir Andy Marsh’s move to the inspectorate next month, Jo Noakes has stepped up as interim chief of the College of Policing and will oversee the transition of the College to come under the National Police Service next year.

Jo was Chief Operating Officer of the College of Policing leading on the the Future College programme, driving major organisational reform to strengthen the College’s capability to support policing. She has been in the College and its predecessor organisation since 2008. Prior to that she had worked in the private sector.

More recently she directed the Strategic Command Course, the gateway to chief officer rank in every force, where her 2017 review of selection processes led to increasingly diverse cohorts of chief officer candidates.

Appointed Director of Leadership and Workforce Development in 2019, Jo led the creation of the National Centre for Police Leadership and was the College’s lead on the Police Uplift Programme, which supported the recruitment of over 20,000 additional police officers nationally.

The College, along with other national functions, will transfer to the National Police Service as part of the ambition set out in the policing white paper published in January this year.

Sir Andy Marsh’s appointment as chief HMI was announced earlier in the summer.
